Payment Options
At any time, you may pay in cash, check, or money order form. We also accept Visa, MasterCard, and Discover. Payments are accepted at Elmendorf City Hall Monday through Friday, 8:00 am – 4:30 pm, excluding legal holidays. Only checks and money orders will be accepted in the overnight drop box. If you have misplaced your bill, please indicate the account number, address, or the name of the customer on your check or money order.
Assistance Programs
It shall be the responsibility of any service applicant to notify the City of their eligibility for these programs by completing a form drafted by the City. Forms are available at Elmendorf City Hall.
Senior Billing Program- A customer who is sixty (60) years of age or older may request a delay without penalty of the payment due date of a bill for utility services provided to them. This applies only to residential customers who occupy the entire premises for which a delay is requested.
Disability Billing Program- A customer who receives disability benefits may request a delay without penalty of the payment due date of a bill for utility services provided to them. This applies only to residential customers who occupy the entire premises for which a delay is requested.
Payment Extension - In the event a customer is unable to pay their bill prior to the disconnection date, a customer may elect to file for an extension for additional time to pay without being disconnected. At no time may an extension go past the 5th day of the following month. Granting a payment extension does not eliminate any past due penalties. An administrative fee of $5.00 shall apply to all approved requests and that amount will be added to the following month's bill.
Penalty Charges
Each month you pay your “new balance” in full by the 15th of the month before the end of the business day, you will avoid the 10% late fee. customers enrolled in the Senior/Disability Billing Program will be granted a ten (10) day grace period and must pay their “New balance” in full by the 25th of the month before the end of the business day.
Additional Fees
If you are a tenant of a leased property, a duplicate bill fee of one ($1.00) dollar will be charged each month of service to provide a copy of your bill to your landlord.
A Water Acquisition Fee of one ($1.00) will be charged each month of service to every water customer.
Also, a returned check fee of forty ($40.00) dollars will be charged for non-negotiable payments. A notice will be sent by mail to the customer which demands payment in full within three (3) business days. Only cash, money order, or cashier’s checks will be accepted by the City for the period of ninety (90) days thereafter.
Garbage & Electricity
Tiger Sanitation is contracted by the City of Elmendorf for the removal of garbage and recycling. The regular pick-up schedule takes place on Fridays. On the week of Thanksgiving, Christmas, and New Year’s your trash pick-up day will be serviced on Saturdays. CPS Energy provides residential electricity & gas service and lights our city’s streetlamps. For billing or service issues, please call 210-353-2222.
Service Availability Charges
Water charges for residential and commercial users are determined by the Customer’s water usage during the billing cycle. The billing cycle begins the 1st of the month and ends the last day of the month. Water bills are due on the 15th of each month before the close of business day to avoid penalty. A disruption in service will occur if payment is not received by the 25th of the month if your balance exceeds $15.00.
In accordance with the provisions of American Water Works Association (AWWA) C708 & C702 - Flow Rates, the service availability charge (minimum monthly charge) for metered water service, including gallons allowed, is based on meter size and is as follows:

In addition to the service availability charge, water usage in excess of the gallons allowed per month listed above will be billed at the following rates:

For example, a water customer living within the Elmendorf City limits who has a 5/8 meter and uses 4,000 gallons of water in a month will pay the $64.43 monthly service availability charge plus an additional $7.22 for the additional 1,000 gallons used over the 3,000 gallon allowance for a total of $71.65.
