The Elmendorf City Council authorizes the establishment of fees to be charged to customers who utilize City services and allows the adoption of such fees by resolution.

Personal Property Return Processing Fee (Police Department)
$25.00 per arrested person for processing, storage and return of their personal property. Does not apply to property of victims of a crime. The term "personal property", as used in this subsection, shall refer to property which, at the time of its release, is not classified as evidence, recovered property or found property.

This service is only available to owners of property within the Elmendorf City Limits.
Load is defined as a grouping of brush located in a single vehicle, truck bed or trailer.
Residential load is defined as a load of brush from a residential lot located within the City of Elmendorf and brought to the brush dump by the owner of such residential lot.
Commercial load is any load that is not a residential load.
Each vehicle, truck bed and trailer containing brush will be counted as a separate load.
No wood chips or mulch will be accepted at the brush dump.
Fees will not be collected for residential loads on designated brush and bulk item dump days (2 per year).

Water Rates
Unless specifically defined in the code, any fees, rates and charges as stated herein shall be non-refundable.
INSTALLATION FEE | The City shall charge a standard service installation fee of one thousand five hundred dollars ($1,500.00) for meters smaller than 1". A 1" meter will have an installation fee of one thousand eight hundred dollars ($1,800.00). A 2" meter will have an installation fee of one thousand nine hundred and twenty-five dollars ($1,925.00). Included in these fees is the cost and labor required to provide individual metered service to single unit. A customer wishing to install a meter larger than 2" will need to hire a licensed water contractor to perform the work and submit an engineered water plan to be reviewed by our city engineer. An administrative fee to cover our cost of the review and supervision of the work of $750.00 must be remitted at the time the plan is submitted. All work must be approved by the city engineer before acceptance of the line and meter by the City of Elmendorf. The fees of the city engineer are not included in this administrative fee. |
ENGINEERING FEE | The service applicant must pay any scheduled engineering fees associated with any construction, line upgrades and extensions requiring an engineer's review and approval prior to installation. |
RE-CONNECTION FEE | Any person requesting water service from the City at a location where service is available but the meter has been removed shall pay a reconnect fee of one hundred and fifty dollars ($150.00) to reestablish service at said location. |
UTILITY ADMINISTRATION FEE | A fee in the amount of one hundred dollars ($100.00) will be required of all owners or renters as a condition of service to cover the administrative costs associated with the account. This is a one-time charge that will not be required upon subsequent changes of residence or business within the City provided that the account is in good standing. |
DUPLICATE BILLING FEE | Any person(s) receiving service to a property who is not the owner (renter, lessee, tenant, etc.) will be subject to a duplicate billing fee in the amount of one dollar ($1.00) per month for each individual meter billing. This fee will cover the cost of preparing and mailing a duplicate monthly bill and any subsequent past due notice to the owner. |
LATE PAYMENT FEE | Once per billing cycle a penalty of ten percent (10%) shall be applied to delinquent bills of any unpaid balance due to the City. |
RETURNED CHECK FEE | A fee of forty dollars ($40.00) will be charged for non-negotiable instruments accepted for account payment. |
SERVICE TRIP FEE | The City shall charge a service trip fee of ten dollars ($10.00) for any requested service call by the customer or resident for the purpose of meter reading verification and/or meter reading other than the regular monthly meter reading or temporarily disconnecting the service at the request of the owner or resident. This fee will not be charged if the service trip is in response to a report by the customer of damage to the City's property or that of another customer. Service trip fees will not be charged when the City performs a verification re-read when the reading appears questionable or when requested by the customer and the City made a mistake of 1,000 gallons or more in reading the meter initially. |
ADMINISTRATIVE FEE | A fee of fifty dollars ($50.00) will be applied to any account locked for delinquency or terminated for cause as stated herein. The administrative reset fee must be paid before any service is restored. |
EQUIPMENT DAMAGE FEE | If the City's facilities or equipment have been damaged as a result of tampering, by-passing, installing unauthorized taps, reconnecting water service following locked of the meter for account delinquency. A minimum material and administrative fee of thirty dollars ($30.00) shall be charged in addition to any other material costs necessary to repair any damage. |
TRANSFER FEE | An applicant for service who is a transferee shall complete all required forms and pay a transfer of seventy-five dollars ($75.00). Community property of estate settlements of an account holder will be transferred at no charge. |
DEFERRED PAYMENT OR PAYMENT EXTENSION FEE | There shall be a five dollar ($5.00) monthly administrative fee for customers requesting and receiving deferred payment for as long as there is a remaining balance. |
TARIFF COPY FEE | There will be a copy of the city water ordinance available in the City Administrative Office that customers may view during regular business hours. A fee of five dollars ($5.00) will be charged for persons requesting a copy of the Tariff. |
TEMPORARY SERVICE FEE | When service to a residence or business had been disconnected, it may be temporarily reinstated for the purpose of inspection, maintenance or repair associated with preparation for sale. There will be a twenty-five dollar ($25.00) service charge for each round trip to install or activate the water meter in addition to the standard water use charge. This temporary connection shall be for a period not to exceed ten (10) days upon receipt of payment with the balance due for water used at the end of said ten-day period. This service shall not be applicable to any currently occupied business or residence. |

COLLECTION FEE | Should a customer's account balance exceed 60 days past due, the account will be turned over to a third-party collection agency and a fee equal to 30% of the outstanding balance will be added to the outstanding balance owed by the customer. |
PRIVATE FIRE PROTECTION SERVICE LINE FEE | Each customer that installs a private fire protection service system, will be charged an annual fee of $1,682.40. |
WATER ACQUISITION FEE | Any person(s) receiving water service to a property will be subject to a water acquisition fee in the amount of one dollar ($1.00) per month for each individual meter billing. This fee is intended to defray additional charges by the city's water supplier (San Antonio Water System) as outlined in their take or pay contract with the City of Elmendorf. |
ROAD BORE FEE | Any person(s) requiring a road bore under a street or driveway in order to obtain new service or perform a line extension will pay a flat fee of $1,400.00 before the work is performed. Should the bore be required on a state highway, actual permit fees from the state or other applicable state fees will be passed along to the customer. Road bores for a pipe diamter greater than 4" will be sub-contracted out and the customer will be responsible for paying the sub-contractor's fee at cost. |

Wastewater Usage Fees per month
Single Family Residential - Each single-family residential unit connected to the system, the customer shall pay the following:
$22.14 per month base charge plus $4.54 per 1,000 gallons of winter average water consumption per month.
The charge based on winter average water consumption is waived when the unit is vacant. The winter average water consumption is defined as the computed average of the monthly metered water consumption is defined as the computed average of the monthly metered water consumption for three consecutive billing periods that fall wholly within the prior winter's season between November 15, and the following March 15. Where an account has not established a winter average, the system winter average shall be used.
All other customers - Users who are not single-family residential units, connected to the wastewater facilities, the customer shall pay the following:
$9.07 per 1,000 gallons of metered water consumption per month.

Plan Review Fee
The plan review fee shall be 65% of the permit fee.
Driveway
A permit fee of $40.00 shall be required for vehicular access to residential dwellings or accessory buildings.
Valuation of Work
The determination of value or valuation shall be established by the Building Official utilizing the most recent valuation scheduled printed in the Building Safety Journal, published by the International Code Council, as a guide using a modifier of one (1). Or, the applicant for a permit shall provide an estimated permit value at the time of application. Permit valuations shall include total value of work, including materials and labor, for which the permit is being issued, such as electrical, gas, mechanical, plumbing equipment and permanent systems. If, in the opinion of the Building Official, the valuation is underestimated on the application, the permit shall be denied, unless the applicant can show detailed estimated to meet the approval of the Building Official. Final building permit valuation shall be set by the Building Official.

Apply or Request a Variance to a City Ordinance
A fee of $150.00 must accompany an application or request for a variance to a city ordinance. Said application must also contain any other documents or items as required by the applicable ordinance.
Construction Bond
When no drainage structures or other additional construction costs are involved, the bond shall be based on $75.00 per linear foot of road. |
In the event there are new roads to be constructed in such subdivision, the developer shall tender to the City the sum of $600.00 for the first mile of such roads, and an additional sum of $300.00 for each and every one half mile or part thereof thereafter. |
In addtion to the above, each and every developer shall tender to the City the sum of $200.00 to defer the cost of the evaluation by the engineer of such subdivision for the flood plain and drainage considerations as required by the National Flood Insurance Program. in addition to this $200.00, if there are any lots or tracts in such subdivision which are located within the 100 year flood plain as defined by the National Flood Insurance Program or the extension thereof as determined by the City Engineer, then the developer shall tender to the City an additional sum of $4.00 for each and ever lot which lies, to any extent, within the boundaries fo the 100 year flood plain as defined in the National Flood Insurance Program or its reasonable extension as determined by the City Engineer. |
