The City of Elmendorf provides animal controlservices inside the city limits.  Stray dog roundups are conducted weekly and we do accept voluntary surrender of dogs and cats at City Hall with payment of $25.00 per animal.


​It shall be unlawful for any person to own or keep any dog or cat 4 months and older in the City unless such animal is currently vaccinated against rabies by the injection of anti-rabic vaccine by a licensed veterinarian in an amount sufficient to produce immunity.


It shall be unlawful for any person owning or in possession of any animal to permit it to be free of restraint either inside or outside such person's premises.  All restrained at all times within the owner's premise by a secure fence or leash.


​Every owner of a dog or cat, upon presentation of a vaccination certificate and payment of the required fee, shall be issued a numbered license and a corresponding numbered license tag.  This license shall be valid for the period of time concurrent with the valid rabies vaccination date.  The license will expire one year after the rabies vaccination date.


Fees for pet registration are as follows:

- If your pet is spayed or neutered and has a microchip locator implanted, registration is FREE!
- If your pet is spayed or neutered but does not have the microchip, the fee is $2.00.
​- If your pet is not spayed or neutered and does not have the microchip, the fee is $5.00.

​Lost Pets


If you lose your pet, you can contact the Elmendorf Animal Control Officer, David Battiest, at 210-632-6833 to verify if your animal has been picked up by the city. If you are located outside of the geographical city limits, please contact Bexar County Animal Control Services at 210-335-9000 or 210-335-6000 (option 1).

It shall be unlawful for any person to house, keep or confine any livestock in any area of the City zoned for residential or business purposes, unless the livestock is kept in an open area of at least one (1) acre per two animals, with no part of the area lying within 300 hundred feet of any residence, other than a residence located on the property where the livestock is being kept.


It shall be unlawful for any person to raise or keep hogs and pigs within the corporate limit of the city.


It shall be unlawful for any person to house, keep or confine any fowl in any area of the City zoned for residential or business purposes, unless the fowl is kept in an enclosed area.  These enclosures must be able to maintain that the fowl are not running loose within City limits and 300 feet from any residence.
